Biography

Paul Carroll is a seasoned professional with broad experience in the nongovernmental and philanthropic sectors.

As the Director of C&SN he is responsible for overall organizational management of the network, its staff, and strategy setting with respect to its issues and policy advocacy.

Paul spent seventeen years at the Ploughshares Fund, a public foundation that works to eliminate the risks from nuclear weapons. He has also served in leadership roles in the philanthropic community, significantly contributing to the growth, collaboration, and efficacy of funders in the peace and security arena through his participation in the Peace and Security Funders Group.

More recently, Paul served as the Director of Nuclear Security Partnerships at N Square, a funders collaborative that seeks to foster innovation and collaboration into the nuclear security sector. Paul provided content expertise to members of this growing network and facilitated introductions and connections across different professional sectors to spark partnerships and creative ideas to reduce nuclear threats.

Outside of work Paul is an avid cyclist, having completed two cross-country bike rides. He also earned a Private Pilot license in his teens, though he is now among the legion of non-current “frustrated pilots.” Paul has a BA in Political Science and History from Rutger University, and a Masters of Public Management in National Security Studies from the University of Maryland.

What do you foresee as the most important development in international grantmaking in the next 5 years?

I see a diminishment of the traditional "lines" where donors are constrained or hesitant to give "internationally" or across borders. I see a trend toward less rigidity and more of a commons with respect to the need - and shared benefits - of philanthropic investments.
